New PC (£400ish) Build help please

I have reseated everything apart from the CPU (which dropped in beautifully).
I've not looked on any compatibility list, but a number of posts with similar symptoms to mine were solved by trying different memory.. But I've no idea which ones to try.

maybe buy a single 4gb stick of some corsair vengeance and try that, just to see whether it is memory related or not. i suppose the other thing is, if you press the power button does it instantly switch off or continue to run? if it runs then it might be graphics related or monitor/hdmi cable, maybe try a different screen if possible.

I should have already mentioned this :o - but the power on works fine - but the power off does not work - it stays powered up...
 
@tamzzy - you have saved my life twice now!! you double genius .. but we must never speak of this again!!!! I will delete this post and pretend none of this happened!! Unfortunately, I will have to "silence" a work colleague who I talked to about this problem... he must never know!
 
Yeah, I am watching some psu guides and once I know a bit more I will look at buying a better one .. when I have some money!

yes the VS series is a budget build, but you're not even remotely stressing the PSU.

this forum has an unhealthy obsession about overspeccing and (IMO wrongly) giving advice to change one's PSU when 99.9% of the times it's fine for the intended use.
sure if you're going for super monster overclocks and need voltage to be on the dot with no ripple and stressing the PSU to 110% of its life then yes...but you're not
the max power draw of your new system hardly even reaches 300w when the whole system is stressed at 100%

i wouldn't bother.

And sorry to be a pain, but I could do with a little further assistance! Mouse and keyboard work on BIOS screen .. but not in Windows. Windows 7 loads up ok, but usb mouse/keyboard are both non-responsive...is it something obvious? Couldn't see anything in the BIOS to tweak..
