It looks like you're right just read the page, there's obviously a very good reason for it then if it's only been disabled on the N10.

I'm pretty sure it's Google being lazy. There's been custom roms with transparent bars and that's been fine on the N10.
Surely it actually takes more effort for them to remove the transparent bars from the N10, rather than just leave them in like they are for every other device.

I wonder how much of the transpancy is done via the CPU work load and if that duel core processor is bulking.
. But I'm guessing due to how Google implemented the transparent bars, something in the SoC must be bottlenecking it.You can view the translucent notification bar, by swipping down in the KitKat easter egg animation. Somehow it's semi-transparent there.
Yup, semi transparent status bar in the easter egg (click for full picture).
EDIT 3: Semi transparent notifcation bar appears for all full screen apps, just swipe down from the top.
That's the new 'check notifications when in a game' feature.
