What we need to do is install the Darker Nights mod...oh hang on this isn't the Oblivion thread is it? 
Having as passing interest in Astronomy and owning a 5" Newtonian I can say that here in Derby there is no point looking at the sky.
This is a good idea. It saves power and so is good for the environment and is also good for the Astronomer. Don't think it would make crimes goe up.
