Can the 2080ti do 4k ultra settings at 60fps on AAA titles without RTX ?
Not all of them.
Performance sounds good. They just need to get pricing right this time!
Demanding games can still sometimes have quite low minimum FPS at 4k if checking benchmarks. Personally I'm happy with 1440p as long as i can hold upwards of 80-90fps which a 3070/3080 should have no problems with. Can the 2080ti do 4k ultra settings at 60fps on AAA titles without RTX ?
What do you mean by "didn't know"?
He first mentioned it in April.

Edit: Also lets be honest, zen 2 refresh is boring info. Very few people care about it.
personally I see nVidia struggling with next gen, even if their parts have got more features. Reason, they are not on any of the big consoles, and AMD are putting a lot of work to make sure that the console hardware can easily be ported to their PC parts so RDNA2 might be the default platform for a few years which might mean that if their featuret isn't there it won't be implemented in large scale (I am thinking DLSS 2.0). A game dev is going to think, I only need to do this once (PS5,XBX and AMD PC), why should I bother spending 100s of dev work to make sure the feature works in your specialist hardware?

This has been the case since the current generation consoles launched and Nvidia are still the number one platform on the PC.
Nvidia has the vast market share of GPU's on the PC also.
He's good with talking about his rumours or whatever but i still think he talks nonsense at timesstil MLID is not full of poop like A3d
- Pretty good evidence about RDNA2 performance being decent
They probably would if it was genuine, it was pointed out on another forum that the fans were not real and could not work.
No solid evidence that I've seen? Only seems to be whispers and rumour atm (Youtubers etc)

right now they do but jump to Q4 you have:
- AMD Zen3
- AMD Navi 2X RDNA2 Big Navi etc...
- PS5 & XBX
- Pretty good evidence about RDNA2 performance being decent
- Covid 19 impact on market conditions
- Nvidia hell bent on colossal margins having set the Turing pricing/tiers
Personally I fail to see how Nvidia won't loose market share to AMD with next gen even if they release first to scalp the early adopters

Pretty sure the Moore's law youtube guy was saying recently that a 2080Ti was good for 4k 120hz or whatever, which is obviously a load of crap at least IMO unless cherry picking games.
right now they do but jump to Q4 you have:
- AMD Zen3 :why would this affect GPU market share
- AMD Navi 2X RDNA2 Big Navi etc... : We don't really have any clue how these will perform or how the launch will go, or what price they will be. AMD have made a mess of nearly every launch since the HD 69xx cards.
- PS5 & XBX : Hasn't made a difference to Nvidia been top of the PC GPU market before, why do you think it will make a difference now?
- Pretty good evidence about RDNA2 performance being decent :Been decent isn't good enough to win market share.
- Covid 19 impact on market conditions : this will affect both companies.
- Nvidia hell bent on colossal margins having set the Turing pricing/tiers : Both companies are hell bent on having colossal margins. In Fact Lisa Su has stressed several times that she doesn't want AMD to be known as the budget brand.

They do not 'have to be better' (I assume you mean faster) than Nvidia' to be a success, they have to be at least almost as good, and cheaper. It's clear that a lot of people are ready to buy AMD if they can deliver competitive performance to Nvidis for a more reasonable price.Look, I hope AMD knock it out of the Park I really do. But, if they want to win back market share, they can't be just decent GPUs. Their GPUs have to be better than Nvidia's and they have to get the Launch perfect. No crap with drivers or bad coolers or poor power consumption.
If they don't get it right, then it doesn't matter how good RDNA2 cards will eventually become or what price they are, People will buy the Nvidia card.
And they don't just have to do this once. If they really want to win back market share they will have to have a series of consistently good product launches.
