No because the 980Ti boosts/overclocks very well close to stock 1080 levels of performance. I'd say you're looking at 35% for a 1080Ti or 70% for a 2080Ti with some margin either way depending on the game or API being used etc..
On release maybe but Maxwell hasn't aged to well from what i have seen in newer games. Overclocking ain't bringing the 980ti anywhere close to a 35% gap.
