Looks like the minimap mod you get with betterlight/grass to me..

It's part of the betterlight/bettergrass pack - but you can just tick the map for just the map : P

betterlight, bettergrass and minimap are one mod but you can choose which bits to install, so you can just have the minimap if you dont what the others

I don't think it's a multiplay problem. Mc name verification and logging in breaks then sErver goes screwy

MC.net has been a complete mess for the past few days on my server too. Logging in is a complete chore for myself and my mates and the MC forums have a lot of people complaining now.

Makes me wonder if they'll get this issue sorted out quick enough.
