You'll need a relatively modern GPU and CPU to run Elite smoothly in VR, but it's difficult to say exactly what as it depends on the render resolution and detail level you set. Basically the better the GPU the better the experience.

There's lots of things you can tweak and three different wireless streaming methods plus direct cable, all of which can affect how well it runs.

Yes, it has an internal battery which lasts about 2 hours. You can add an external battery for extra play time, or if seated playing Elite then a long link USB cable with additional power connector can extend playtime into many hours (probably longer tha you could stand wearing the headset for!), and give a better image quality (if you tweak the bitrate).

Does it mean that on battery IQ might be lowered?
 
The IQ for PCVR depends on the connection method to your PC and how that's setup.

Of course for standalone content that does generally have worse IQ than PCVR but then the games don't need a PC to run them.
