or, the infected evolves over time - stay alive for long enough and get enough points, you turn into a SuperHunterTank! that'd be so awesome, and it'd celebrate decent players rather than spawning the tank for some newb who's afk!
Quite the opposite if it's based on how long you've stayed alive for
Being spawned and AFK back at the start of the level would make you uber leet in no time 
Not sure about the points idea either due to the fact that points aren't emphasised for infected in the current play. Perhaps a voting system for the Tank and then a hotkey to spawn it at one of a set number of locations around the map?
I think this is getting more into territory for advanced clan play though - the many fixes the game needs to be suitable for that play (as at the moment it's aimed at "fun" play - which is fine by me)
