I still say refer them to the stewards for not serving penalty correctly. Car came into the pits, they immediately touched it to put the cooling fans on. Then once retired, they changed the tyres and did who knows what else to the car, then came out again, pitted, served the penalty, then retired the car.

10s penalty minimum for serving penalty incorrectly

Russell should pit, imo. Put to softs and he'll end up in the same place but have a chance at the FL point.

Not sure Oscar deserves to be leading DotD. First podium looking likely, sure, but he's lost a bucket of time to Norris.
