Does cpu input make a lot of difference? For example does it let you use slightly less cpu vcore or does it just add an extra layer of stability once you start pushing things? I have it set in the bios at 1.95v, after vdroop it sits at around 1.904v.

Depends how much LLC you end up using, but yes too little input voltage can result in requiring more Vcore to a certain extent. 1.9v should be enough for most overclocks but try up to 1.95v. With where you are at the moment I would suggest a LLC of between 6 - 8. Too little input when pushing uncore can result in the machine actually just turning off, where the IVR basically just <censored> itself. Machine will restart as if nothing happened
