You'r forgetting the 5-10% estimated speed increase per Mhz. Certainly not worth upgrading to from Ivy but you cannot deny it will be faster than ivy, clock for clock.

A big fat meh to haswell, when is ivy-e due?
I'm still struggling to justify an upgrade to Haswell from an i5-3570K. I think, as I did when I went Clarkdale -> Ivy Bridge, i'll skip a generation and put the money towards a graphics card upgrade instead.

I would have said the same thing however there does not seem to be much going out of the AMD/Nvidia camps this year other than some dressed up rebadges.

Yeah idle voltages and max clock with ht disabled just to get into windows. Promising nontheless. Yeah, probably nit worth it for those on ivy and possibly Sandy but the clock for clock speed Vs Bloomfield is going to be significant with the bonus of much better thermals and power efficiency!
