It is only an ad. Any PSU that would run a sandy, ivy, x4 or x6 CPU will be OK for haswell also.

There is a relatively minor PSU compatibility issue with regards a low power state of Haswell chips and some PSUs may not be able to provide such low current and effectively switch off. There is a list of compatible PSUs on the OCUK components list and that includes a lot more manufacturers, including the like of NZXT, Seasonic and Corsair.
Some PSu's may not be able to supply the very low volts required for Haswell when it enters its new sleep states which uses a lot lower watts than Ivybridge.
Many PSU makers are coming out with lists of compatible PSU's that work without issues.
Another option is to disable these C6/C7 sleep states in the BIOS and thus avoid any issues altogether.

not guaranteed I agree but states 4.8ghz and tested by their engineers

they used all in one watercooler too,sorry this is first time ive read the spec they used

There ought to be a market for unlidded, high-end processors, so that overclockers can choose their own cooling method.

That could confuse noobs and result in damaged/dead chips. However I don't see it being an issue for the OEM ones tbh.
I have a hard time buying that TBH, if its correct then IB-E will effectively be completely useless. You see IB brought iGPU improvements and PCI-E 3.0 to the party in addition to its IPC advantage over SB, so it still had those to fall back on when it was discovered that its clock for clock advantage over SB due to its IPC was offset when overclocked by its degree for degree disadvantage. but 2011 doesn't use iGPU's and SB-E already has PCI-E 3.0, so if this is true and IB-E has a TIM attached IHS then its useless to anybody who doesn't want to run their enthusiast chip at stock speed.
Of course the is always the possibility they could use a superior TIM on IB-E and/or Haswell...
