That's right, I only have it applied on upload, but if you do saturate your download it can affect other clients and buffer bloat can come into play. Also, I wanted to test it on download and limit it on some VLANs, or guarantee bandwidth on others. But it doesn't seem to play nice above 600 Mbps or so.
