With PBO the 2990WX can do 4.3 on all core at less than 1.5v
All core 4.3 is usually at 1.35 with the Gigabyte one

My pc is purely for gaming and browsing ocuk, think 32 cores would be overkill and also redundent. Makes me wonder if future games will make use of high number of cores and not worry so much about the speed.
Look future proofing is bit vague and doesn't apply in general for everything.Do you think threadripper will end up more future proof in the end compared to what's out now.
