I was under the impression that the traffic-cops cars were not just normal run-of-the-mill cars but had been tuned to give them a few more horseys than normal?

I dont think thats generally the case, brakes and suspension are more likely to be upgraded along with a sump guard and other specialist stuff.

They are basically run like a company car fleet, anything which is going to reduce the life of the car wont be popular and all the special cars above apart from the T5 are pretty rare for that reason I think, ie. budget

Do the Police modify the engine at all?
no, they can't afford to.
tuning any engine shortens it's lifespan and a traffic car is expected to serve for 200k miles or so.

they don't need HUGE performance, as a traffic cop once told me they just need to be able to get on the radio and call in someone further ahead.

they do get 'specialist' demonstrators which ave factory mods that the car company want testing to destruction... no cars driven harder than a police car!!!

to the best of my knowledge the Volvo's are mechanically standard.
sometimes brakes/suspension are altered, the Escort Cossies that Humberside plod used for example, but most of the time the cars are unaltered.
the BMW's for example are ordered as "police spec" from the factory.they are not regular dealer cars altered for service, even the wiring looms are significantly different.
