Parents !

yep...i do do that...i have little control over what happens with their mother though unfortunately...

That needs to be sorted otherwise they will not be too sure what the rules are or, if bright, they will know they can play the parents off against each other.
 
if their taking 10 mins to comb their hair give them 3 chances then after that shave it off. 10 mins off the time already.
 
Get them to bed earlier. Then let them sort themselves out. If they aren't ready then they get late to school and explain to the headmaster why they are late. As a consequence at home they lose TV and game time for the rest of the week. They'll get the message.

My youngest lad is 6 he gets up at 0630 straight in the shower, turns the bathroom into a tropical rainforest out and dressed by 0700 - breakfast and teeth done by 0715 then practices his guitar till 0830. It's all about instilling discipline from the off really and setting a good pattern for life. He is also in charge of making sure my youngest daughter is sorted too. Delegating responsibility works wonders in their motivation. For one the little one will listen to her brother more than me any day and secondly it demonstrates my trust in him etc. Likewise my other daughter has to ensure he gets all that done.

My daughter is 8 and she in bed every night at 7:30pm, she is then allowed to read for 30 min, then lights out no ifs or buts.

If they not tired by 7-8pm what is their sugar intake before bed?

I watch my daughters sugar intake all the time, too much sugar could be your problem. ;)

Nope, I get up before them and make sure everyone is fulfilling their roles.

When you have more than one kid then you have to treat it like the army. You make them a little team who wins together or loses together. They all motivate each other then and chip in etc. Trust me it works wonders. They do well they get TV at the weekend if all the homework is completed and stuff like that. If one of the is not doing what they are supposed to the others will soon get on their case and help them to ensure they don't all lose out.
 
Would it be smug saying my 9 year old gets up at 6 and but the time I come downstairs at half 6 he has done everything.

Dressed, washed, breakfast, teeth brushed and ready for school.

Some mornings he has even made my breakfast ready for me

You could try a timetable for each action

7:00 - wake up
7:00-7:15 shower
7:15-7:20 teeth

etc

Part of it is keeping their minds on what they should be doing next and how much time each action takes. Left to their own devices they will do things in a random order.
Schools do the same, each lesson punctuated by a bell.

Then I wake the girls up and we have breakfast together, sat at the table and TV firmly off. Then D1 (eldest) goes and gets dressed, brushes her hair, brushes teeth, makes her lunch for school and basically gets shizzle done. D2 (youngest) drives round the kitchen in her fire engine till she gets bored and then poos in her nappy which is when Operation: Dress Toddler kicks in.

We leave at 7.55am each morning. We find that the fewer the distractions the better (so no ipads, little if any TV) which makes the D1 school drop off and the D2 daycare drop off as pain-free as it can be.

e: agree with bitslice 100%. If it's not clear who is doing what then no one does the things they should be doing.

Oh dear, tempted to register to reply to her, she will know she has been outed but not who has outed her. This could be rather entertaining.
 
I get up at 7.30, kids are generally already up and watching telly, I shower, get all the clothes ready, they generally get dressed themselves fine, out the door at 8.30. 4 year old girl and 7 year old boy.

However there is plenty of "have you got dressed yet", "are your shoes on", "have you got your school bag".
