on origin it says premium dlc as in a premium map pack china rising ea even stated premium is exlusive to origin

I wouldn't bother either way, that isn't legendary edition. You're missing out on £30 of DLC when Legendary has dropped to £17 before from GAME, I'd hold out and wait, because Dragonborn + Dawnguard are brilliant expansions.

Thanks, on the same site Legendary edition is £21 which is the cheapest I've found on the web atm.
