Yeah it would be better if you saved up then dude.
For £200 you could get the head ported and polished which would give you about a 10%Bhp gain through the rev range. Cams will be expensive. You're looking at a few hundred for just the cam then you need to get it fitted.
Your best bet is to get a spare head off of a Phase 1 or Phase 2 1.4 Clio as these have a different port design and reap more power.
Then yeah, de-cat is £35 inc delivery and a filter is £22 an both these you can fit yourself. Then once you have the head all ported and cammed, get it all fitted. Will cost in the region of £200-300 and obviously change the cambelt and headgasket too. Then get the Ecu remapped, which is about £300 iirc, but make sure you get it done last.
So for a price breakdown:
Port and Polish: £200
Cam inc fitment: ~ £350-500
De-cat and filter: £57 inc delivery
Ecu remap: £300
(Those prices dont include fittment or any spare parts you'll need)
So as you can see, not cheap, but if you do it over time, say, buy a spare head and then get it sent away and worked on then you can get it fitted all at once and obviously you'll still have you car to drive while the spare head's being worked on.
If I was you though, I'd deifnetly go as far as having the head ported and polished, de-cat and panel filter and maybe a remap as the Cam is the most expensive thing to be done at it is only a first car etc etc so I wouldn't probably bother with a cam.
Anyway, hope that helps you a bit.
