Depends what CPU and ram speed he has. Most flight sims are CPU bound. That why i went for the 9800x3d and 64GB ram.

I'm on 4K. No problems with the system. Apache + the Marianas map instant action mission begins at 17Gb VRAM and in a few minutes reaches 20+, although this may go down depending on where you fly. It goes up and adown, but always way above 16Gb.

Apache + Mariannas is a heavy combo, Nevada and Su-25 would be sub 10Gb Vram wise... But still, at its best and heaviest, DCS devours VRAM.

at 1440p i do get to about 10/12gb of usage

Even on a 5090 you dont need ultra settings so just lower some settings to one below epically shadows related.
