The cp of the gyarados is linked to the cp of the magikarp. If you look at the how far around the cp gauge it is, it will be the same amount around after you evolve it. Basically something around 160 cp will evolve to around 1700cp no matter what your level is.

Also, does it make any difference if I powerup before or after? The cost would be the same, just confused if the end CP would differ at all (some ppl power up first, some after, but I think that is more to narrow down the IV, than maximising the final CP).

None. The risk with powering up before is you get a bad move set and have wasted candies and stardust.

Though maybe worth a few power ups if you want to check the IV. I powered up my magikarp twice before evolving to narrow it down from 68-95 to 82-95. Potentially a waste if the IV ended up at the lower end of that scale and I didn't want to power it up, but after collecting so many magikarp I'd rather check first even if it means catching 2 more.
 
Just got Mr Mime. :)

It was a bit odd, he suddenly appeared on my sightings list and I walked around trying to find him, I always figured it showed at the top of the list when he was nearest but this didn't seem to tally up with what I was seeing, he moved around on the list and showed nearest at three different spots reasonably far apart. Eventually he vanished from the list completely so I decided to head off home (cursing the lack of pokevision), and then I bumped into him. :)

CP 893, not bad.
 
I think they have definitely boosted the spawn % for Mr Mime. I got one the other day and was really chuffed and since then it seems there has been loads popping up!
 
Mr Mime still eludes me, but I guess this is just a novelty Pokemon, useless for battles. I really want a Snorlax which only come from 10k eggs (I think).

No, that's not true. Snorlax spawns in the wild, but they seem very rare. Back when Pokevision was alive I saw one spawn in a nearby town, but it was too far away for me to get to in the small window of time it was spawned.
 
Caught a Dragonite last night on the way home, my girlfriend spotted it so we pulled over and both managed to capture it. Mine is only CP 1144 but hers was CP 1844! Not bad considering I have never even seen a Dratini, need some more candy's now though.
 
I have enough dratini for a dragonair. The dratini I have at the moment is 476 cp. I saw a 900+ dragonair in San Francisco but couldn't catch it.
 
Mr Mime was spawning like mad at Bluewater during the weekend! Was in Greenwich park charmander hunting on Sunday but unfortunately Snorlax decided to spawn there during the night and not the day..............if only
 
Took me 20 curveballs to catch a cp 10 magikarp earlier. Well trolled!

On that note, has a Magikarp ever "run" away?

I don't think I've ever had one do so, despite that annoying spell last couple of weeks, when half of other pokemons did.

Chester Zoo had a £5 after hours Pokevent last night. I couldn't make it but 3500 people did, collecting £17k for an endangered bird fund.

The highlight was a Snorlax spawning, best part it spawned just outside the Zoo, so a tidal wave of people tried to get out to catch it. Luckily CZ had a relaxed attitude and let everyone in and out.

Sounded like a cracking couple of hours, and will try and catch the next one!

This sounds awesome, Cool places using something like Pokemon to raise funds for stuff like this, 3500 people is crazy though :D
