Doesn't look official. Only the police, DVLA and local government can clamp now.
Is there a situation under which clamping is still legal on private land? Saw this two weeks ago in a newish residential estate.

Not sure you'd get far with a flat front tyre.
Demonstrator. City of London Police have had it for ages though, not sure why.
Edit: Also has their force code ID and callsign on the roof so it may be that they've bought it but not re-liveried it.
