Just did a little search on the net, Ray Smith from Liverpool could be the owner of the 'B1' Veyron. He also owns a RR Phantom and other exotic cars too by the sounds of things.

There is a '1B' Veyron too by the looks of things. I suppose on a car like that you would have to have a very expensive reg plate.
