How come? Main reason is that im limited in the tools I have available, if I can get a 114mm holesaw right away then its all good. I suppose I could go in the morning, hire a holesaw and then in the afternoon be it ready for chroming.

Reason I suggest you cut the holes first is that one tiny slip of the saw is going to really spoil the chrome, whereas if you make a slight scratch before chroming you can reduce its visibility.
Plus chrome is going to be more "slippery" to cut into than ally/steel.
Ok some good news and bad news, good news is that the parts are at the plating company ready to be chromed. Bad news is that it is costing me £80 and will take about 2 weeks.
