Surley they could have done this over the regular SMS as well and not just mobile data over 4G and 5G. At least then 100% of the phones would receive an alert no matter how old. What's the point of an emergency alert if only smart phones that have mobile data on get it.

So how exactly does it work? As I'm on WiFi with 4G turned off at home (but mobile signal is on and fine for calls/SMS)
according to News papers you need to be on 4G/5G with Mobile data ON, so its pointless system
if a disastar happens
3G users die
2G users die
people at home with only wifi on die
Why not just send and SMS  it work everywhere

Wonder what % of the population that would be.

Yes it should have been both really. Either in a similar sense to an email being sent in plain text and html or if that isn't possible then just two separate messages with one being the regular SMS. I guess it is a test though to discover these sorts of issues.
