Probably something to do with all their patronising. How are you meant to be taken seriously as a military patron and meeting the top brass if you're going around dressed as a lieutenant.
So the monarch bumps them up to an honourary general/admiral/whatever and now they're an appropriate rank on paper for the job. Everyone knows it's just for show.

No I believe that he was very fond of Her Majesty and wanted to be with the crowds. A difficult thing for a personality generally.
