It's because equality of opportunity is not what they're after, they want equality of outcome and the only way you're going to get that is if you have some top-down authority pulling the strings and hyper-regulating everybody's lives. It's ultimately just about control and power, the road to totalitarianism. Remember, the road to hell is paved with good intentions.
The climate change and environmental movements have become much the same, those pushing aren't interested in solutions that work from the bottom-up with people being individually responsible, they want a top-down model where everybody has to do or else.
They also want people in the mindset of seeing themselves as a group identity, rather than a unique individual. Which is why they're constantly telling people they're guilty for something that someone else like them did. It's collectivism and collectivist countries all have strong central governments, some of the worst governments in recent history have been collectivist (Nazi's/Soviet's/Mao), people just become mindless followers and end up following into doing awful things.
