Well you're okay only paying in $. As for people over here it is what it is. We don't have stupidly high health insurance, different tax system, smaller market etc. so trying to compare economies based on the price of a few items doesn't work too well.

That is upto you, I'd rather let you decide by yourself or talk with other members.
All I will say, 1070 out the box is faster than 980Ti out the box!
But 980Ti OC pull it back and when both overclocked they are pretty equal.
