Looks like they are just using RT to "overpaint" direct light and add some simple bounced light while still using traditional shadowmaps and no surface material interaction. Not really using RT for what it is really useful for.

It's mostly what the Metro video looks like, taking the guy standing in the train control area, nothing really changes it's just like every area gets tagged with a different lighting level. The actual light under the light sources doesn't change at all, nothing really does, just looks like terrible AO to decent AO. the GTA scenes as you say don't look technically interesting just different choices on shading levels more than anything.

Then you have Witcher 3, if anyone remembers the difference between Witcher 3 pre-release vids then the post release and everyone being like, wtf is this over saturated colour scheme and loads of people attempting to fix the colours to look more natural/gritty and like the pre release videos. To me the biggest difference between the RTX on/off, is the saturation of colour, except with RTX on there are huge graphical glitches, going under the arch it went to inside then outside style lighting and along the way you can see entire textures glitching. Even without the huge graphical bugs which are bad enough I wouldn't use it, the actual overall effect, felt a little like adjusting the colour palette and changing the AO setting marginally than anything significant or worthwhile.
 
Gotta say, Mass Effect with a few mods & reshade looks incredible even after all these years. It holds up very well! Here's some comparisons with RTGI enabled (as well as some other things, see a lot textures + Eyestrain Suite at Nexusmods). It adds a lot of depth to the image, and helps a lot with the colours too, it's way more vibrant but without feeling artificial. So long as you can run it, it's fantastic!
