Somewhere in the middle.
I'd say, the more extreme pricing is of GPUs (and other components), the more extreme some gamers become.
The thing is, I've been on this forum for a long time and it's interesting that the most vocal GPU enthusiasts don't seem to post much in the pc gaming forum. They are extreme benchmark whores and probably don't actually complete half of the stuff they load up.

Nvidia took the RTX4060 12GB and priced it at $900 and the RTX4070 16GB for nearly $1300 and has the RTX4090 now hitting as much as £2000~£2200 for AIB models.

This is without a pandemic, mining boom and scalpers. The only nutcases are fomo mindshare and the retailers are creaming off the profits. There is no need for the prices to be this high.

Looks about right, its 1.5X to 1.7X if we wound that to 1.55X

We get 61 + 55% = 94.5% of a 4090 in raster

For RT AMD claimed 1.5X to 1.6X lets go with 55% again.

Cyberpunk2077 is worst case for AMD so for the purposes of this lets go with that.

12.7 + 55% = 19.7, that puts it on par with a 3080Ti / 3090

I think the raster performance is very good, its close enough to a 4090, pretty special at 100 watts less and $600 less. Excellent. :)

I'm disappointed that the RT performance isn't higher than its raster increase, but.... worst case its a 3090, no Nvidia fan had any complaints about that, its no where near a 4090, but its not bad.

I'll add to that, AIB 7900XTX might push them harder, with 3X 8 pins they might be quite a bit faster.

PC world has gotten the same comment from AMD as Hardware Canucks

"Radeon RX 7900 XTX is designed to go against 4080, but we don’t have benchmarks numbers on 4080. That’s the primary reason why you didnt see any NVIDIA comparison from us. The $999 card is not a 4090 competitor, which costs 60% more, this is a 4080 competitor.

AMD say It's 4080 competitor that makes it more impressive if raster seems to be that close to the 4090 , I guess losing RT to 4080 but being cheaper and likely faster in raster
