You've got 3 weeks - so plenty of time to include some of the Utah national parks too
That looks a good route. So far things I want to do are;
LA
Route 66
Grand Canyon
Las Vegas
Death Valley
Yosemite Park
San Fran
Route 1
LA
I'm sure I've missed some really great places, 3 weeks is plenty but obviously don't want to spend 4 days somewhere if it's pants and only 1 day in somewhere fantastic.

Kayak.co.uk is a pretty decent comparison site. Bear in mind, you may save a good chunk of cash by picking the car up in the city, rather than the airport.
Do not cut out San Diego! Limit LA to 1-2 days - it sucks.
I did a weekend trip to LA/SD, with only a day in SD and regretted it. I'd have rather gone straight to SD... hence I returned, a month later, for 3 days on the road trip I linked
You could even try to visit Lake Tahoe. I visited in Summer and Winter this year and it was great... lots of fun stuff to do including hiking, kayaking, jetskiing, mountain biking and lazing about on the beach/camping.
