Rumour: Its All the Boards fault, not Wenger?

Wegner is a fantastic manager, do doubt in my mind what-so-ever there. But if he isn't willing to improve an allready poor squad of players, then he deserves the results he's getting.
 
Meaningful contribution for a change.
Is it 100% the case Wenger won't buy, or is it more that targets who will actually improve Arsenal won't move there with the high tax rate over here, with the low (by top clubs standards..) wage cap that Arsenal run?
