That was presumably the entire point when he's driving a car that's only just quick enough to get to Q3. If he'd given them all a good run he risked losing a couple of places. Even more cynical would say it was to help RBR too, who were also close to not making it.

I get those points however driving unnecessarily slow is a breach of the regulations, and he was clearly driving unnecessarily slow.
