Sanity check

The temps could be due to how you mounted the pump/res. Having the intake and exhaust ports both facing upwards like that is bound to keep air in the loop instead of in the reservoir. Compare to a setup where the res is vertical, all air eventually end up at the top of the res, away from the actual loop.
 
The air does sit at the top of the res; now that it's on its side the top is just the long edge, and some air does gather there, but the outlet is completely submerged so I don't how this would make a difference?
 
I know they aren't the best rad fans, but I thought they'd have been good enough for a cpu only loop.

I think they should aswell tbh :confused:,What are your idle temps like?

If the suction port is fully submerged it should be fine
