However, everyone in that first group isn't also in the second group. They're on the waiting list to pay normal prices, not to pay tout prices.

Exactly, since the Glazers took over United and increased prices (as well as introduced the ACS) they almost instantly wiped out the huge waiting list. I don't mind because the prices still look good value to me and I'll be buying one if we move back north this year as planned, but not everyone sees it that way.
 
The problem comes when you start outpricing the core support and the prawn sandwich bridage come along, it doesn't really make for a great atmosphere. I've noticed it a lot with QPR's promotion this season - away fans are generally really really quiet because prices are so high now.
