I wouldn't take the job in either Klopp's or Martinez's situation. If I was Martinez, I'd be doing great, building the team I want and have a long term vision for Everton, I wouldn't want to leave after one year, but 3-4, get the training ground plans implemented, bring some younger players in for the long term, leave the club with something significant accomplished.
Arsenal have, thanks to Wenger, offered a broad range of very expensive contracts to players who we won't be able to get rid of for some time.
It won't be a simple task to get rid of a lot of the crap on the wage bill, some sure, but not all for sure and maybe not even most of it.
Gibbs and Walcott have just signed big deals and neither will leave till they are done, no one will want to pay them similar as they aren't worth remotely close to it. Stuck with ozil, Caz for a while yet. Caz was a bit of a fair weather player, but really he just is woeful on the wings and as we're stuck with Ozil in the middle(also poor on the wings) there isn't much space for Caz.
Utd are fairly lucky in that for a new manager much of the older/expensive players are basically on the verge of leaving the club leaving loads of short term changes easily made to change the club in to what you want.
Wenger is doing the opposite, he's tied loads of players down to long term contracts recently, spent big recently, the next manager will have very very little scope to bring in his own team as so many of the first team will be hard to sell. Giroud is going to be hard to sell, very few people in the team will be wanted by many clubs and almost none that can match their wages.
Klopp may be having players sold out or forcing moves, but they are his players and when they leave he can bring in who he wants. If he joins Arsenal he won't have the team he wants, and won't be able to get rid of many nor bring in many players he wants.
