The penalty wasn't for overtaking, it was for failing to slow sufficiently, hence the inconsistency with Rosberg in the earlier race.
And Charlie said immediately after Rosberg did it that it wouldn't be allowed to happen again, which is why Perez was punished.
It's only inconsistent if you ignore the change in the rules.

How on earth was that not an unsafe release? He came within inches of hitting a mechanic solely because he was released too early and ended up racing alongside another car. Safety should be the stewards' primary concern and they failed utterly.
