If there's less than 3 laps *iirc* you can take 25 second penalty instead, other than that - you have to go through the pits.

Because he was trying to push him to the inside to compromise his inside line to the next corner, like all drivers do. The only difference here is that Sirotkin held his line which Perez wasn’t expecting
