I think they thought other drivers would 2 stop, and were caught out when they didn't. Botching the timing so that he got caught behind Perez, and then Vettel making a meal out of passing him, didn't help and brought him into range of Max. He was extremely lucky that Bottas was making such a pigs ear of it, or he'd have really struggled to nurse those tyres to the end.

Unfortunately it's combined with Vettel brainfarts.
