Imgbb does the same and seems to keep people's account details hidden from view.

If next door is discharging into your land presumably that contravenes some planning reg or building control reg. I'd contact the council and see if you can chat to the district surveyor, if they even still have any left.

I'm going to have to look into something like this myself this year. My elevated neighbour has paved their entire garden and it's turned my garden into a bog

Thats a major problem in cities with everyone paving their front gardens it all ends up in the drains and they're getting overwhelmed
