I need to check out more games

but having recently upgraded my GPU, some games struggle to run

for example,

Doom (2016) runs perfectly fine on Ultra

Watch Dogs 1 stutters on Ultra, and High detail

i noticed that when im browsing the internet on for example my GPU , games or whatever, im seeing a lot of " CPU is bottle necked"

could my CPU be the cause of stutters ?

Yes

Some games will bottle neck with that cpu yes especially at 1080p if that is what resolution you play at ? you could try overclocking it as most will do 4.4 / 4.6ghz no problem i had one a few years ago and mine did 4.6 but again it's a lottery.

Or upgrade to a newer Ryzen based system.

Try turning off the overlays. That includes the one within the AMD control panel, Windows 10’s in game overlay, steam, etc.

See if that improves things. Might be helpful to post the full spec of your machine.

check how much of the CPU and GPU is being used while playing watch dogs
if your CPU is at 100% all the time then it will be causing stutters

again if your CPU is at 100% you could try turning down some of the more performance hungry settings to take some strain off the CPU

Have you got Instant Replay on and if so what is set as it's buffer, System memory or Disk Storage?

For me Disk Storage causes stutter and when the buffer's my system memory I have to limit the length of time to around 10 minutes, any longer and that causes sutter, I've got 16gb's of storage memory but need more to set it beyond the ten minute limit.

Watch Dogs on Ultra doesn't seem to run great even on a 2080ti when the CPU isn't amazing

You can see it go down to 24fps at one point

Make sure you use SMAA and not TXAA

I have the same cpu and although it does hit 100% in some games overall it performs great with my gpu, I do play at 1440p and 4k though, some games will make it stutter a little though especially if they hit the cpu really hard, modernwarfare is cpu hungry but I can play that smooth as sillk almost maxed @1440p 60fps,
the new battlefield is also cpu hungry but can play that @4k 60fps fine, it does make my cpu hit 100% sometimes though, I cant be bothered to upgrade my motherboard etc etc again though so I will maybe get the skylake i7 at some point if I see it cheap :)

overall im happy with what I have now though and will continue using what I got

Replay is off

Is that in the game or amd software?
