Yes but a 1990 design Rover turbo is much lighter than a late 90's Accord, you've forgotten 1 part of a simple 2 part equation - weight.
 
As standard a CTR will do it in 6.4 seconds and they're lighter than the Accord I guess?

DC5 as standard is about 6 flat.
 
EVO have the ATR @6.1s and the DC2 @6.2s 0-60.

But these numbers are pretty meaningless as you'll never do it in the real world if you care about your car ;)

You'll probably get 5-6 such launches to a clutch, so that's about £75 each :)

And as for the spoiler, it's as big as it is because it actually does something.

Your forgetting one thing, the ATR has an LSD which vastly improves it chance at gripping and pulling off the line. :)

The 185hp 1.6l Civic TypeR (96-00 EK9) does 0-60 in 5.9s due to its LSD. Its all relative. :)

Also 6.1s is EVO's official test figure, Honda's figure of 6.7s is will full tank of fuel and 75kg driver + 75kg passenger in 'normal' driving conditions.

Suprisingly the ATR's kerb is only 39kg higher then the Civic AND the ATR has a bigger tank which means its actual dry weight is much closer. ;)

Also the EP3 Civic is majorly hampered by its lack of LSD, the ATR has the advantage of traction, power and torque.
