Thought that's the cause

Should just have a tyre life that if you go beyond it it's your fault.
But at end of day they are doing this for advertising so I understand their angle
 
They are bound by the tyre rules though. They only have 6 sets for qualifying and the race so more than 3 stops starts to run the risk of people litterlaly running out of tyres.

But having 3 compounds available yet bringing 1 that's basically redundant is a waste.

That's the thing, no one will use the Hards,
