It takes a couple months to manufacture the tires and get them to the track required. I actually wouldn't be surprised if they quite literally took the existing supply they had made for this track and scrapped the rubber off to the right depth.

There is a reason the teams have to make a decision on tire compounds a couple of months in advance. AFAIK they chose the compounds for Spain at the very beginning of March and it would have taken them some time to analyse all the tires and data from the winter test.

As it stands, the very hard is basically an emergency tire if something crazy happened in the season, one of the teams found 100hp with some magic upgrade and the softer tires suddenly became dangerous with the power available, it's basically not going to be used this year.

Also the tires are useless unless they are in their operating window, hotter conditions don't do well for the hard/very hard, it's likely they would overheat in a different way very quickly and become less suitable for racing conditions.

If picking the hard/very hard was an option they simply would have taken it, instead they took the most appropriate action and this had already been decided it would be done for the other two resurfaced tracks for the same reasoning. If you have a good way to fight overheating due to new surface for two tracks already why would you change to different and unsuitable tires for the third?
