cool I think I've finally got the spec just right and in budget

I thought you wanted SILENCE? The H115i is not exactly known for this, not vs an air cooler anyway. Pump noise alone ensures that. I've read numerous user reviews of people not happy about it. If you value silence over the aesthetic, it's something to think about. I would say the NZXT Kraken X62 would be a tiny bit quieter, and it looks nicer IMO.

I assume the HD120 fans are for the case, as that cooler takes 140mm fans.

yes they are, I thought the case might help with the noise of the h115i

It might, it depends... sound is a very subjective thing. Friend of mine has a Corsair AIO and hates the noise, regrets the day he ever decided to buy the thing, but it does a decent job keeping his system cool and he can't afford to get rid of it. His case has no sound proofing though. Sometimes it's just the tone of a noise that bugs you... I've heard fans before that aren't loud, they just have a certain noise that bugs me.

You're not going to know until you try it, and you may be happy. At the end of the day though, an air cooler is always going to be more reliable and offer equal if not better performance.

You probably won't even see the RAM anyway under that cooler. I don't know if you will have clearance issues or not, but why not just go for low profile RAM to be safe? Performance wise you will be losing absolutely nothing. Any of these will do...

Corsair Vengeance LPX 16GB (2x8GB)

Avexir Core White Series 32GB (2x16GB)
Kingston Fury Black 16GB (2x8GB)

Personally, I'd go with the Dark Rock Pro 3 in that case anyway... it will look much better and perform almost the same. I just can't stand the look of those Noctua fans myself. Not a problem in a case without a window, but the Dark Base 900 has everything on show.
