This isn't just Korean but applies to HK cinema too, the western actors, or anyone non-native, they hire are almost always hired for their skin colour as the script requires and not for their acting skills, even if they didn't dub over them, their original acting is never that great at the best of times. It is simply what the local acting pool has available to them at the time.
