Personally I would always do a fresh install on a new drive, as I only use my C: drive for Windows it only takes a short while (My NVME installed Windows and was ready to patch in just over 10 minutes!), gone are the days where Windows is on 150+ floppy discs and takes several hours to install.
Also with Windows 10 the licence just auto authenticates once you're connected to the net so that's another hold up gone.
