Hi I already have the pre-paid label from customer support on the phone yesterday, does that mean it must go back regardless now?
I don't mind testing it but if it were a binned lemon at overclocking i'd be gutted! At that point I wouldn't be able to return it would I?

So no chance of a lemon, though of course it could be a lemon, it could also be a super star, silicon lottery.
The marks very unusual, but the first photographs you posted myself and several others were of the conclusion finger prints, which were no doubt showing due to it being cold and maybe a little condensation from the cold, now it has warmed up those marks are no longer visible.
The chain of events is:
Intel, place into trays of 21, I suspect by a robot, but spot checks could be done by humans.
Arrives at Intel hub where they might get checked over and re-packaged
Arrives at European master distribution hub, again might be check over
Arrives at OcUK or UK distribution hub, UK distributor may check over before shipping
Finally arrives at OcUK where they are removed from their cartons 420pc a go and split down of their trays of 21 into single units. At which point they are put into small white foamed boxes by OcUK warehouse booking in staff. These staff are instructed to wear gloves.
That is in essence the life of a CPU, as such they are handled by humans for checking/packaging reasons before they get to yourself. Which is why in extreme cases OEM chips can have finger prints, dirt, marks on them etc. Though if all criteria is met they should arrive with customer clean.
Also remember a finger print may not show at time of handling and the product may look clean. But under certain atmospheric conditions those finger prints will show as dirty marks, this is what I feel has happened in your situation.
