Of course not - how can you possibly expect the private sector to do a better job for less money while employing the same amount of people?

But they will be ramping upto construction and flights, which they won't have the manpower for at the moment as it'll be research and small testing. A shuttle replacement hasn't even had a test flight yet.
Because they're nowhere near? Besides, we've seen the downsides of the shuttle's tile based TPS, i find it unlikely that they would be looking to replicate it.
