The operator is being technical with his wording - If you go over your limit in T-Mo now you drop onto a HTTP only connection which I believe maxes out at something like 100kbit. They block certain sites (eg youtube) and some APIs (think appstores are usually affected) once you're over too as well as all other protocols.
