I just let them past, and they're usually toroids who don't know the road without a local to follow so I end up following them.
i was told in my driving lessons to slow down untill you are comfortable the car behind can stop, if they are that close its 5mph thats their problem not mine.

Best advice imo.
If you are going the speed of the road you should do nothing more. The tailgater will either have to wait for a suitable place to safely overtake or just realise that you are abiding to the speed limit.
Slowing down or flashing fog lights will likely irritate said tailgater.
yeah, theres roadworks in a dual carriage way nearby, and being a newly passed driver I strictly stick to the limit of 30, quite a lot of traffic builds up behind me, as its only 1 lane during the roadworks.
You just have to try not to get intimidated...
